Hi, Rich! For bread that's a bit flat, you might want to work on shaping your loaves more tightly so that they rise up instead of out. This blog article can help you with your technique: Shaping a boule. Reducing the water would likely have the opposite effect, as this typically results in a denser loaf. Happy baking!
